Council Housing Energy Retrofit Programme

Summary

1.        A paper setting out proposals for a Council Housing Energy Retrofit Programme will be considered by Executive on December 15th 2020.

2.        This report outlines the issues and challenges for landlords, homeowners and tenants in decarbonising their homes. The report will set out the need for investment, skills and training and supply chain development to deliver carbon neutrality and proposes options for the retrofit of the council’s own housing stock.

3.        This is in response to the Council’s declaration of a climate emergency in to global warming and set an ambition for York to be carbon neutral by 2030.

4.        The report sets out the objectives of the Council Housing Retrofit programme and considers three options to allocate the agreed £2m capital budget.

        Background

5.        The Executive Member for Housing and Community Safety has requested the that this report is considered by the Housing and Safer Neighbourhoods Scrutiny Committee for pre decision scrutiny in order to understand the issues and options  under consideration and to provide Executive with their comments before they make their determinations on the 15th December.

6.        The Executive report will be published on the 7th December 2020 and will then be published as an Annex to this report.
